Welcome to the first issue of the Urban and Peri-urban Forestry newsletter from the Food and Agriculture Organization of the United Nations (FAO).  

The aim of the newsletter is to be a tribune for all actors promoting Urban and Peri-Urban Forestry (UPF).  The objectives are to share information on an international basis and facilitate the exchange of good practice. The Newsletter will be issued every two months and available in English, French and Spanish.

UN International Year of Forests 2011 – “Forests for people”
The first Monday of October is World Habitat Day (UN-Habitat), hence in the framework of the International Year of Forests, October 2011 will be dedicated to “Urban Forestry.  This is a good opportunity to put urban issues high on the forestry agenda and to promote urban forestry in your region, country or city and to link with international efforts.

The FAO Communicators Toolkit is now available in multiple languages to assist in designing activities related to the International Year of Forests 2011.

UPF Guidelines Development Update
FAO has initiated this year the development of Guidelines for Policy and Decision Makers promoting Urban and Peri-Urban Forestry to be published by July 2012. These guidelines are being targeted at meeting the needs of Policy and Decision makers at the city and country executive level and should respond to key issues  common to various regions and stakeholders.  They will focus on strategic planning issues related to ecosystem services, governance, land-use, climate change and poverty.  


Concept Note for the development of the UPF Guidelines as been prepared to inform on the process and mobilize partnership and resources. Cities, countries, institutions and experts interested to participate can contact Michelle Gauthier, Forest Conservation Team, in charge of the FAO Urban and Peri-urban Forestry Programme.



Food for the Cities
The FAO “Food for the Cities” multi-disciplinary initiative brings together the various departments and decentralized offices of FAO to address the challenges of food and agriculture in an urbanizing world to achieve food and nutrition security, particularly for the poorest households. It promotes a food system approach centered on cities including the management of natural resources, with strengthened urban-rural linkages.



Greening N’Djamena, Chad
In Chad, FAO and the Ministry of Environment and Water Resources is implementing a project entitled “ Support to the formulation of a strategy and action plan of urban and peri-urban forestry for N’Djamena”. The 18-month project that will end in September 2011 has facilitated the dialogue between the various institutions involved and basic studies in order to build a common green vision for their city. The project has given special attention to the land use issue and the demand and supply of wood energy for the city. Sharing knowledge and experiences


Metropolis Commission 1 Training Session “Cities and Climate Change”
The Commission 1 - Eco-Region of Metropolis held a training session “Cities and Climate Change” in Paris, France, on 15-17 December 2010. The meeting hosted participants from many cities (Addis Ababa, Brazzaville, Brussels, Caracas, Cotonou, Dakar, Ile-de-France, Moscow, Porto Alegre, Pune, São Paolo) as well as international institutions. Organized by the Institute of Planning and Urbanism, it emphasized practical aspects and experiences, with a special technical visit organized by Mayor Patrick Jarry, from the city of Nanterre. The 10th Metropolis World Congress “Cities in transition” will be held from 23 to 26 November 2011 in Porto Alegre, Brazil.


Chilean laws on urban arboriculture are old. Back in 1931, Article 12 of the Forests Act mandates towns to "establish lineal plantations and tree groups in or next to urban centres".  The National Forestry Corporation (CONAF), the Forestry Institute (INFOR) and the Chilean universities that teach Forestry Engineering are responsible for the management of the roles and forestry activities indicated in the same law, as far as arboriculture or forestry for urban settings is concerned. There are still many gaps to be covered in order to secure the development and conservation of urban trees.

Urban Forestry and Urban Greening is a refereed, international journal aimed at presenting high-quality research with urban and peri-urban woody and non-woody vegetation and its use, planning, design, establishment and management as its main topics.  The journal welcomes fundamental and applied research papers, as well as review papers and short communications.

FAO International Workshop, 30-31 May 2011 in Glasgow, U.K.
FAO is holding an International Workshop: “Developing Guidelines for Decision and Policy Makers: Trees and Forests for Healthy Cities”.  The workshop will present its results to the 14th European Forum for Urban Forestry in Glasgow on 1 June 2011.

Taller internacional de la FAO, 30-31 de mayo de 2011, Glasgow, Reino Unido

Los días 30-31 de  mayo de 2011, en la ciudad de Glasgow, Reino Unido, FAO celebra un taller internacional, titulado "Elaboración de directrices para responsables de las decisiones y las políticas: árboles y bosques para ciudades sanas".  El taller presentará sus resultados al Foro europeo para la silvicultura urbana que se realizará en la misma ciudad, el  1º de junio de 2011.

CUATRO PREGUNTAS Y RESPUESTAS SOBRE ÁREAS VERDES.

A continuación presento cuatro preguntas que sobre áreas verdes me formuló una estudiante de periodismo. Considero que la consulta señalada contiene los elementos que en nuestro país se manejan cotidianamente para tomar decisiones sobre contaminación. Espero que las respuestas sean de utilidad.
Preparado para pasar el invierno
1.-En relación a la escasez de áreas verdes en la región metropolitana, qué medidas crees que son necesarias para incrementar el número de estos espacios?

¿Bajo qué criterios se define que hay escasez de áreas verdes en la región metropolitana?. El tema es complicado ya que se origina de conversaciones entre MINVU y CONAMA a partir de los años '90 donde se buscaban soluciones para la descontaminación de Santiago. El problema es que el único componente de las áreas verdes que descontamina es el árbol. Lo demás son asientos, luminarias, pasto, juegos infantiles, etc. Entonces ¿porqué el tema de las áreas verdes es presentado como escasez desde el punto de vista urbano? El problema se origina en que a los arquitectos les enseñan el tema verde desde un enfoque higienista. El enfoque higienista se origina a partir del hacinamiento que produce la revolución industrial en las ciudades y se plantea la necesidad de áreas verdes de recreación y de ahí sale el concepto de "pulmones verdes". Entonces el tema es que la concepción inicial de "pulmones verdes" está relacionado con lugares para que la gente pueda recrearse y no tiene que ver con la contaminación del aire como es el problema ahora, aunque reconozco que en ese tiempo las fábricas emitían mucho humo, pero no era ese el concepto con que se abordó el tema de las áreas verdes. A modo de ejemplo se puede señalar que fue después, con el movimiento feminista, que las mujeres ganaron el derecho de que sus hijos también se recrearan en dichas áreas verdes y se construyeron en ellas Juegos Infantiles.

    

2-¿Qué importancia le das a estos espacios dentro de una de las ciudades con mayor índice de contaminación del aire, como es Santiago?

La importancia que tienen es que son lugares donde se puede hacer recreación. Si se mira la necesidad de tener áreas verdes para descontaminar ocurre que en las comunas donde hay más áreas verdes, éstas cubren solo el 8 a 10% del territorio comunal, entonces, el potencial de una comuna para descontaminar no está en las áreas verdes sino en todo su territorio, donde el 90% restante dispone de patios, antejardines, veredas, calles y bandejones para plantar árboles: los árboles que se sitúen en las áreas verdes corresponden a un porcentaje muy menor respecto del total de árboles que se pueda establecer en una comuna. Es un simple cálculo matemático. Además deben incorporarse mayoritariamente especies de hoja perenne ya que es en invierno cuando se produce una mayor concentración de contaminantes.



3. Personalmente, ¿crees que una mayor cantidad de parques y plazas dentro de la ciudad, ayudarían a mejorar la calidad de vida de los ciudadanos?

Hace poco leí que alguien hizo un estudio que identificaba 21 ghettos en nuestra ciudad, cuestión que ha sido expuesta en los medios de comunicación como un descubrimiento, pero hay que preguntarse ¿que institución es la responsable de que esa situación exista? Te planteo esto porque en los lugares donde más se requieren espacios de recreación justamente no hay terrenos para que dichos espacios sean construidos. La solución a esa situación la ha dado el Metro, el que por poco más de $1000 permite a las familias pobres, que han sido clientes de los sistemas de viviendas sociales, acceder a los parques tradicionales de Santiago y Providencia. Entonces antes de fijar criterios de cantidad o calidad hay que ver la realidad y explicarse porqué ocurren las cosas.



4.-¿ Qué opinión tienes acerca de las gestiones realizadas por el gobierno y municipalidades para aumentar espacios verdes?

Cualquier gestión que se implemente para que se construyan más espacio verdes es bienvenida. Entiendo que en el marco del Plan Santiago Verde se están construyendo cinco nuevos Parques: La Aguada, La Cañamera, La Hondonada, el ex Vertedero Cerros de Renca y Lo Errázuriz, los que corresponden a la recuperación de vertederos ilegales de residuos sólidos (VIRS), motivo por el cual el Gobierno Regional Metropolitano tuvo que firmar el año 2007 un Convenio de Programación con OOPP y con MINVU, para sanearlos antes de proceder a su construcción. Eso está en plena ejecución. Las municipalidades de la Granja, La Florida y Peñalolén también han presentado un proyecto a Subdere en torno a construcción de un parque en el sector de Quebrada de Macul. Pero por otro lado la ciudad sigue creciendo y se siguen destruyendo áreas de vegetación nativa que debería conservarse. Por lo tanto no se si se está actuando bien cuando se corta el bosque nativo bajo el concepto imperante de urbanización y luego se critica que existen pocas áreas verdes.
